For the WFD, reporting maps have to be prepared. Partly, data for these maps have to be reported in digital GIS format. Usually on the regional, state or international level different authorities are responsible for data preparation. So data harmonization will be necessary for a coherent reporting.

"WasserBLIcK" will be the data storage platform for different territorial allocations for WFD reporting. In order to allow data harmonization, digital interfaces are defined, documented by the templates which are listed here. The amount of templates is defined by the international agreed CIS paper "GIS Guidance document". The data dictionary described here was adopted in mayor parts. Missing or mistakable definitions are improved to a data dictionary*. The tables of the data dictionary* are modelled in flat data templates for data aquisation. These data templates are building the mandatory interface for geo data providing via "WasserBLIcK". In the documentation of the templates you will find a date of data delivery/availibility within the river basin district. As long as there are more restricting schedules on the regional level, these schedules have to be pursued.

The "competent authorities" (WFD Annex I) are responsible for the content and the completeness of the provided data. So data provision has to be limited to the territory of a competent authority. The binding borders of the territory of the competent authorities can be found in the download area of the EuroGlobalMap (Usually these borders consist of parts of the river basin district border and administrative borders of Level NUTS0 or NUTS1).

The provision of thematic data within the borders of the territory of a competent authority can be done in three different ways, depending on the area covered by the filled template. This has to be documented in the naming of the templates. The template name is build by the short name of the template, the CountryStateCode, the WorkAreaCode or the RiverBasinDistrictCode - all by capital letters.

The available data templates are generated in the ESRI shape-format. The data structures of the integrated dbase-files must not be changed under any circumstances. In fall 2003 a "data scheme mapper" will be available. This software will assist you in exchanging reporting data between data storage in different shape files and the templates.
Beside that, further templates will be available at this site, not defined in the GIS Guidance document. The templates will primarily deal with the topics of "pressure and impact".

Data upload will be co-ordinated by "WasserBLIcK", too. This procedure will be linked to meta data aquisation describing the geo data. Data correction, data supplementation etc. will be associated with updating of the whole template specific data base. This requires a certain duty of care concerning data management on the data delivering side. Via "WasserBLIcK" the content of the templates will usually be visible (within 48h after data upload) in the specific thematic map.
